don't know if I recieved a US custom letter?

My package was to arrive today but I missed it and I needed to signed for it to recieve it because it was registered mail I chose, which was stupid. So they left a notice for me, letting me know they missed me but when I looked at the notice, the (letter) was checked and not the envelope, parcel and etc.. Can it be a mistake on the post man or could that be a us custom letter waiting for me? So should I go and signed for it to obtain the letter or don't even bother going.

Actually I just recieved the same notice. Letter was checked and when I track the number it sais refused at one point. I
