no this municipal law is not unconstitutional. this has been challenged before and has gone to the supreme court. the court previously ruled in favor of the city.
thats because of the fucked up interpretations of people that view things "organically"...
like seperation of church and state - it means no religion should be IMPOSED on you..... not that kids can't pray in school before a game if THEY CHOOSE to do so.... but it has not been interpreted that way because of "organic" and "PC" views....
we are no longer free.
when the colonies fought of the british, lets face it - they did it for selfish reasons - to throw off the burdens imposed by the british government... the king did not listen to their needs/demands so they fought for it....
they put that amendment in the bill of rights so that you would have the same ability if you were to find yourself in a similar situation.
what would you do if the government representatives voted to tax you 75% of your income tomorrow? what would you do? not vote for them next session? LOL! a clone will take his place next term regardless of how you vote. they don't care about what you want! the fact is you can do nothing.
what will you do when they come to take away all your belongings because you can't pay? write a letter? call the authorities? they are the authorities!
fight them with a can of mace and a baseball bat? LOL! they have automatic weapons and you will have none - good luck!
when they can no longer fear you fighting back there is no reason for the government to worry about what YOU want anymore. absolute power corrupts absolutely.
