could be anything...check for mould when you're there though, maybe check air quality in home for allergens. chest x-ray in order.

Where does he live? The tree pollen is starting to fly now in northern parts of the US and throughout Canada, so if it just started in the past couple of weeks, I'd suspect allergies. I know when I first developed allergies to tree pollens, I'd always have a phlegmy feeling and cough/clear my throat all the damn time. At the very least, he should get on Claritin and see if that stops or lessens the problem; it's a cheap, easy way to help narrow down the possible causes.
