as far as the short guys can bench more debate, my 2 cc's is that they can to begin with but as the taller benchers fill out they are able to become much more powerful than the shorter benchers...also it has to do with body structure, I have known guys that were just built to bench- wide shoulders and huge lats, thick lower arms, ect.
 
5'10", finished an 8 week DECA only cycle. Gained good 15lbs. Went from 183 to 198 lbs. Was benching 250x6 before the juice and can hit 300x5 right now. pretty good since i got shit genetics and mediocre muscular development.

I have seen guys with long arms press a lot of weight. It depends on muscle, ligament, and tendon attachments. Of course, there are tall guys that are ill-suited for pressing.
 
So is the trend...
shorter people...greater strength at first b/c they need to accumulate less muscle and have shorter range of motion
Taller people...less strength at first b/c they need more muscle..longer ROM...now...that still leaves me with one obvious conclusion...unless the tall guy has a barrel chest of mass proportions the shorter person = shorter ROM.

i should be able to bench much more than 225, especially with as much as i workout and my workout history. i can do most excersizes better than my workout partner who is the same age but a good 5 inches shorter, but he whoops my ass in bench
