In this scenario, the guy would have been shot anyway everywhere in the US. Even in Cali. He was an imminent threat for the security guard and others and the use of lethal force could reasonably be justified for protecting herself and others from death or grievous bodily harm. People like that get shot every week in the US. And because someone is in a car doesn't mean he's running away. The car in this situation could have also been considered has a weapon.

I'll remember not to speed in Germany. And I find it interesting that they would consider shooting/killing someone acceptable if you're not a direct threat.
