ATTN: do you need scripts to get gear in Germany or Italy

Just Joined Airforce, will be working under the 4 year Physical Therapy training, Im 20 years old been working out for about 4 years now and put on some nice muscle, but ill get to the point since i cant find it here living in NJ, i just wanted to know if its legal to get with out a script in Germany or Italy cuz i have my pick going to either one thanks for the help
