And a good many were put there before the Criminal justice system began to be implemented fairly.

In 2008 Aboriginal people represent only 2.3% of the total population, yet over 14% of Australia's prison population are Aboriginal people. In Canada blacks are 9% of the prison population but are only about 2.5% of the population (not suure about sistas).
