Violence is the last option on the list. But it IS on the list.
I really hate to say it, but it is indeed on the table if as a last resort. I never used it, and that's probably why I never ended the bullying in school. I just went through school avoiding it and laughing it off, and I was shocked at how much influence that sh*t had on me later in life. It's a deep wound that isn't visible, and we don't always know we have it.
My wife, who is little, had to end some bullying when she was in middle school. A big dude was bugging her (not sexually), but just constantly teasing her and calling her names, and finally she laid him out flat with a black eye and possibly a cracked rib or two. She was never, never, never hassled in school again by anyone; male or female. Even if it doesn't have to go that far, it's amazing what a little bit of face-off can do, even if you don't make contact. I was in a spot with a cowboy-type (about my size), and he was mouthing off to us about a problem with his girlfriend's horse (boarded at our place). He started escallating things, and all I had to do was stand up and take a step toward him, and he backed down, and it was over with. I can't say that would work every time, and honestly I doubt I have the skills to have taken that guy, but he didn't know that.
