It depends on the woman. Some do it to impress other women, some for attention from men and some just for themselves.
Sexiest for me is a woman that's altogether well put together. Nice shoes, maybe nice skirt and blouse, hair and makeup. Doesn't need to be showing any skin.

I love to look at women who are dressed to the nines.Be it sexy or business dress but I definitely don't think they dress for men most of the time. there are some and are times for it.

What is worn underneith is the best part. I look for panty lines and no lines, thongs etc.

when i do dress up, i definitely want to look super sexy, usually cause i have someone in mind that i want to notice me, so yes its true.

otherwise i my usual everyday dress code is pretty casual, but having something sexy under my clothes makes ME feel sexy no matter what i have on. so its not always for a someone elses' eyes that a woman "dresses sexy."
