I have reached an adequate size. The problem I am having is that I feel my arms are slightly smaller in accordance to the rest of my body.
Chest = 42"
Arms = 15.5"
Neck = 15.5"
Waist = 32"

I was wondering whether it would be possible to pack on mass on my arms, or is this not possible without working your whole body (most likely, but unsure)?

Don't get me wrong my arms have gone bigger, but they seem to have reached a plateau.

What's your arm training like? Do you train bi's and tri's together in one day with no other BP? Or do you train them individaully with another BP?

I found supersets for bi's and tris worked well for me ie:

Ez bar curl / standing extention
Close grip press / hammers
Incline extension / incline curl
Dips / cross body curls.

Also 21's always give me a good pump.
 
Your arm is 2/3 tricep, so big triceps=big arms. Close grip bench, dips and lying tricep extensions. Add some heavy barbell curls for your bis. Also basic lifts should be somewhat heavy.

That is unflexed correct?

Heavy barbel curls are gold. I mean HEAVY. Do about 4 sets of 5 with weight that you need to use a little body English to get up.
