I agree with Velvett on this one, I do believe "antisocial" behavior is a congenital trait. If that weren't the case, neurologists couldn't measure differences in the brains of vicious criminals.
I realize that humans are way different than animals, but I used to breed small rodents (russian dwarf hamsters, fancy rats and mice as pets). You can't TEACH good behavior to a rodent. They are either nice or nasty, end of discussion. If you breed a nice rodent to a nasty rodent, the litter will be split almost equally into pleasant ones and biters, that's all there is to it and I think something similar happens with people.
I think if you put those bad genes in a human that's born in a "good" environment, the kid has a better than 75% chance of turning out decent and normal. But you put bad genetics in a bad environment, you get 8 year old rapists.
