Yes, you can draw with a 25 g but it takes forever, I used to do it all the time. I wouldn't go any lower than a 21g for drawing. 18g eat the stopper up, in fact numerous times I've had little grey rubber floaties in my vial because the 18g'er took a chunk out as it was going in. If your consistently drawing with an 18g you might suck that or those pieces of rubber in and the worst that could happen is you'll inject that into yourself which is unlikely if your switching down smaller and most likely you'll plug your syringe halfway through your shot. For those using an 18g, check your vials carefully and I'll bet you find a little rubber floatie in there. If you don't know to look for it you won't see it.
