Call him

Call that number from a payphone. Ask to speak to him, if he answers threaten him with death, dont id yourself, call again to speak to his mom or dad and tell them their sons life is in danger due to internet drug dealing.
Continually harass him and his family for a week or two.
Call at 5 am, call at 1am, call and tell his family they, too, will go down.
It wont get you your money back, but it might cause him enough stress and panic that he wished he had never scammed you.

I was scammed for about the same amount by a pile of shit from Ste St Marie, Ontario, Canada. Watch out for ANY address to that place, mailing name is S. Prior. Called him out on it on anabolex, and he gets all panicky, denies everything...
