DEA Leads Largest Steroid Bust in History
82 percent of all DEA-seized and analyzed steroids in U.S. are manufactured in Mexico; Large majority of those come from targets in Operation Gear Grinder


Steroids confiscated in the investigation were marketed to be used with animals via public web sites.
DEC 15--WASHINGTON, DC – DEA Administrator Karen P. Tandy today announced the arrest of Albert Saltiel-Cohen, owner of three of the world’s largest anabolic steroid manufacturers, as part of the largest steroid enforcement operation in U.S. history. Operation Gear Grinder is a 21-month Organized Crime Drug Enforcement Task Force (OCDETF) investigation that targeted eight major steroid manufacturing companies, their owners, and their trafficking associates. By reviewing the sources of all seized and analyzed steroids submitted to the DEA’s forensic laboratories, DEA intelligence analysts and diversion investigators found that 82 percent of the steroids seized and analyzed are of Mexican origin. A large majority of those 82 percent seized and analyzed steroids originate from the eight companies identified in Operation Gear Grinder. These businesses conducted their sales via the Internet, and DEA estimates their combined total U.S. steroid sales are $56 million per year.
“Steroid traffickers market their product by luring young people with promises of enhanced performance and appearance,” DEA Administrator Karen P. Tandy said, “but what they don’t say is the illicit use of these harmful drugs can destroy the very bodies that they are supposed to improve. Drug traffickers prey on the belief that steroids enhance ability, but steroids only rob that ability, as we have seen so often from the affected lives of too many youth and professional athletes.”
Operation Gear Grinder is part of the Virtual Enforcement Initiative, a coordinated DEA effort to target illegal Internet drug trafficking, which was launched in April with Operation Cyber Chase and continued in September with Operation CYBERx. DEA’s cyber initiative acknowledges drug traffickers are embracing the use of 21 st century technology to further spread their virus into U.S. communities.
The steroid manufacturers involved in this investigation tried to mask the true consumers of these products by marketing them as being developed and sold for use in animals. The veterinary manufacturers (“laboratorios”) took notice of the demand for anabolic steroids and created a marketing strategy tailored to the needs of the U.S. consumer – to include high-quality products and internet websites. Communications via the Internet and parcel distributions were the core of these companies’ operations. The websites showcase the products and offer an email address to exchange prices and tracking numbers, and give ordering and payment instructions.
These eight companies used U.S.-based email addresses and listed each manufacturer utilizing a business website to place their products in the hands of American consumers. Some manufacturers provided direct referrals to distributors through the Contact Us section of the websites. The steroids were smuggled into the United States, and shipped to customers. In addition, steroids from the eight companies were also shipped to U.S. traffickers, who re-sold the products to their customers. Financial transactions were primarily done via Western Union wire transfers, as well as bank transfers and credit card payments.
These groups also supplied numerous pharmacies along the U.S./Mexico border, where U.S. customers could purchase steroids and smuggle them back across the border into the United States.
In addition to the Saltiel-Cohen arrest and indictments, DEA today arrested 4 steroid trafficking suspects in San Diego and Laredo, TX. As part of Operation Gear Grinder, DEA also identified over 2,000 U.S. customers that have received steroids from the businesses indicted today. These customers consist of individual users, street-level dealers, and organized trafficking groups in dozens of cities across the country.
The Southern District of California has issued indictments charging the companies and individual defendants with the following:Title 21, U.S.C., Secs. 952, 960 and 963 - Conspiracy to Import Anabolic Steroids; Title 21, U.S.C., Secs. 846 and 841(a)(1) - Conspiracy to Distribute Anabolic Steroids; Title 18, U.S.C., Sec. 2; Title 18, U.S.C., Secs. 1956(h) and 1956(a)(1)(A)(I) - Conspiracy to Launder Money; Title 21, U.S.C.,Sec. 853(a), Title 18, U.S.C.,Sec. 982 and Title 21, U.S.C.,Sec. 853(p) - Criminal Forfeiture.
Manufacturing Targets
1. Companies: Quality Vet, Denkall, and Animal Power
Owners: Alberto Saltiel Cohen, Joaquin Garcia Rivas, and Javier Garcia de la Pena.
These manufacturers are significant U.S. suppliers of Nandrolone

Operation Gear Grinder was coordinated by the DEA Special Operations Division. DEA offices in San Diego, Mexico City, Tijuana, New York, Houston, San Antonio, and Laredo, Texas participated in the investigation.
This investigation was a collaborative effort involving DEA, numerous U.S state and local law enforcement agencies, and the Mexican Federal Agency of Investigation (AFI).

Lets See??? We have Child Molesters, Rapist, Murderers, and other assorted criminals. But the US Govt is spending time and tax dollars on catching Steroid suppliers in other countries. What a "WASTE" of resources! Our Govts priorities are sooooo FaH-Q'D up it borders on sheer ignorance. It amounts to someone wanting to make a name for themselves at some level of some govt agency. Rant Over!!!
 
??? So what does all of this mean in the big picture?? Are all of these companies going to be shutdown?? Or have they just busted some people in the U.S. distributing?? The government cant go into mexico and stop them from producing can they, all they can do is bust the people smuggling the deadly drug AAS into the U.S. right...
 
i think the qv guys at the factory were conspiring to distriburte and smuggle into the us, had they had just made the gear and let it be bought in mexico with no questions asked i dont think this would have happened but i think it comes down to greed
 
i wish the damn gov. gets off this steroid kick....there are people around me that are dying left and right from heroin ages: 20, 21, 25, 18 these are just kids and the government are going after steroids that usually mature male adults use?!
why not go after a drug that supplies terrorist with cash and kills 1000s of our youths
heck in my small PA county alone it averages 2 deaths per month from heroin and narcotics

think about it you never see anyone in drug rehab for aas steroid use so what good is it to have people on aas for the government .. none

think about how many people go into drug rehad for other drugs during the course of just one year how much money do you think the clinics make from that ... quite a bit I would say and these are the ame people contributing to the people in the white house , senators , and representatives campaigns how do you think they would rather get rid of the aas steroids users that make their contributors no money ???? or the drug users that keep their pockets fat through rehab visits , docotor bils , and prescription costs?

So what does this mean? Are these companies all out of business now? If so that is going to be a huge blow to the AAS using community. This whole anti-steroid thing is getting way out of control.
 
You can bet the gov would be a lot more cool about this if they got their two cents out of every sale!

Can someone explain to me how the US can do much of anything to these Mexican labs directly? I mean, what power do we have over these labs in Mexico?

I understand what they're doing was wrong, but what penalty can we reasonably enforce? I don't see how we could shut down any of these companies in Mexico or why Mexico would agree to it as it's income for their country.

It seems they may agree to quit smuggling drugs into the US "or (some) else", but that won't stop Americans from doing it. I don't see these labs going anywhere.
 
Dude that is like saying we can only fight the war on cocaine in the US border, NOT. we used to fight it in Columbia, sending billions of $$ over there. Also sending agents to train the army to fight FARC...so it is an international fight as well for steroids.

Sorta like, x country, you need to enforce the production/import/export of steroids or we will stop sending aid to you..or if you want this status (favored nations status) or join whatever organization you need to do the following...
 
WOW the UG labs better start working overtime. I hope the influx of incoming new business does not hurt prices and quality. Time will tell. This whole "Gear Grinder" operation is a complete shame.

On another note....If you are not currently using an encrypted email address (Hush, Cyberights etc...) - do it NOW! I cleaned out my hard drive yesterday. Do not leave any loose ends if something should happen to you. Your computer can be your best friend or you worse enemy. If you are dealing with a source and you like the way business is going then protect yourself and him by doing this now!

Why is the Mexican government going to turn it's head? NAFTA my friends - they can't survive without the United States. I can't help but put some blame on Jose Conseco for the "gear grinder" operations that are starting to take place. He busted on baseball, which led to congressional hearings meaning that now congressman are ready to do whatever it takes to wipe out steroid use completely. All for money. After "Juiced" hit the bestseller list the shit hit the fan. Overweight, non training, slob congressmen don't give a rats ass about hearing any postive information relating to knowlegeable, responsible steroid use by citizens who prefer to live a lifestyle of training. Meth is an epidemic that is spreading like wildfire to our children. Why is more effort and money being placed on recreational drugs like marijuana and now steroids when literally millions of crack and meth users are poisoning themselves and others every single day.

If citizens are granted the legal right to have dangerous operations & be prescibed synthetic hormones to grow tits, dicks, vaginas because the individual wants to change their appearance then why is it illegal for me to take a sythetic hormone to make my body look better. We need to stand up for our passion of body transformation in which anabolic steroids play a very small role in.

Should motorcycles that can reach deadly speeds of 180+ be outlawed because a few non experienced riders make the choice to push their limits beyond reason and die from an accident? NO Should guns be outlawed because of a few idiots who abuse the privaledge and don't take the time to study gun safety and end shooting themselves or others? NO. Anabolic inhancers are no different. I do realize that Canseco's book was partly intended to send a message that the safe use of anabolics can be very advantageous to the informed responsible user.

I don't think the human grade companies have anything to worry about. Reason these guys got busted was they were directly doing business with U.S. users/remailers/distributors...using U.S. email addys and what not. Had they limited themselves strictly to supplying Mexico this probably never would have happened, would have been nothing the U.S could do.

Satch is right though, the rules are changing. The global economy is changing the way law enforcement jurisdiction is handled. Everyday people are losing more and more of their rights and its becoming easier and easier for the government to track people's activities. Right now steroids are public enemy # 1. A couple years ago it was meth, a couple years before that it was ecstasy. Law enforcement agencies need to make a few big busts a year to let the public know that these things are being taken seriously and an effort is being made to stop it. This will all die down a little down the road. Until then we all need to watch our backs and be extra careful.

first off lets recognize that the world is integrating.
well not all countries, but those in peace with the united states of america will gladly help out if it means better relationship between those countries.

take mexico for example..
the U.S allows a huge immigration of mexicans and pumps money to mexico.
in exchange, the mexican govt cooperates with DEA/FBI/CIA.

its quite simple..
the rules of the games changed... and hiding behind a country far from the u.s doesnt mean squatshit anymore.. they WILL come get you!

It appears that government agents have been doing "knock and talks" with people who have purchased from these suppliers. I highly suggest that anyone who might have done so buy legal muscle immediately. It tells you exactly how to handle "knock and talk" and controled delivery situations. Anyone wanna know why the feds are targeting steroid dealers/users? Well, it's the end of the year and like most LE agencies they need to boost their end of the year quotas to justify their existence and minimize the chances of getting their budgets cut for '06.

Another reason is because busting roid dealers/users is like shooting fish in a barrel. It's just too easy to get convictions on these guys when the majority are clueless on how the legal sytem works. Roid guys are 100x more likely to cooperate with the feds, rat themselves out, rat their friends out, etc. than recreational drug dealers/users. Guys that deal/use recreational drugs usually know their game from getting busted early on in their careers. They know to keep their mouths shut and that no matter what kind of deal the feds/cops offer them they're not going to be any better off. Therefore it takes a lot more footwork and $$$ for the feds to build cases against them that will stick.

Since the majority of roid guys have never been in any kind of trouble before, they panic when they get caught, believe the cops lies, and try to justify what they're doing to the cops in a feeble attempt to look like less of a criminal in their eyes. (As if it helps?) If roid dealers all had their game as tight as the cocaine traffickers, the cops would be spending time going after meth dealers instead-which is the biggest drug related threat to society of our day.

I get so pissed everytime I read about a guy that gets busted for roids when they don't even know what to say or do when caught. It's just plain irresponsible and hurts the market for the rest of us. They have no valid excuse for being uninformed on these things-especially with EF's law board. Guys spend hours on the gear board figuring out the optimal diet, dosages, durations of cycles, pct, training methods, etc. Most could talk circles around any sports MD about roids and diet. Yet when it comes to covering their own asses when they get busted, they have the knowledge and skills of a kid that rides the short(aka tarder charter) bus to school. De-de-dee!!!<mongoloid voice>

Anybody with an organized criminal empire this big will have a contingency plan in place for when shit like this happens. Think about it-when John Gotti got busted, did his business immediately fold??? Hell no. He even continued to run it from inside the joint.

My somewhat optimistic guess is they'll all be back up and running within a week under different names/locations/etc. Unlike small time dealers, these guys can afford attorneys to delay their cases and possibly even allow them to continue doing business throughout their trials. However, I think they'll develop a way of screening their clients a little better from now on.

There has to be some loophole where you can still buy this stuff if you have an RX, or maybe a stable of livestock? Years ago I knew guys that bought a glue factory horse and boarded it somewhere for a monthly charge so they could legally purchase anabolics, painkillers, etc. and they never had any probs w/ Johnny Law.

Well, they probably are aware of this, but just need to meet quota for the year, and don't want to place any agents in danger chasing down drug addicts.

Don't forget that the risk of any cop taking a bullet busting into a gear factory or some distributors home is alot less, or more like next to none compared to cops busting into a coke factory and so forth where these dealers are ready to lose thier lives and pack semi-auto's and so on...

Drug Enforcement Administration steroid crackdown hits home

NEW YORK - Shortly after Don Hooton appeared on ``60 Minutes'' last year to talk about his son Taylor, who killed himself after suffering from depression linked to steroid use, the Plano, Texas, executive received a phone call from a Drug Enforcement Administration agent.

The agent said he was saddened and outraged by the CBS report and vowed to do something about the drugs Hooton believed caused the high school baseball star's death.

``He told me people care and they're doing something about it,'' Hooton says. ``And damn if he wasn't true to his word.''

Last week, 20 months after that phone call, the agent invited Hooton to a DEA press conference to announce what federal authorities are calling the most significant illegal steroid bust in history. On Thursday, a federal grand jury in San Diego indicted 23 people and eight Mexican companies the DEA says sell $56 million worth of steroids to U.S. consumers annually.

DEA spokesman Misha Piastro says Operation Gear Grinder, the 21-month investigation that led to the indictments, is important because it knocks some of the nation's biggest sources of illegal steroids out of business. Seventy steroid dealers were convicted during Operation Equine, an investigation conducted by the FBI in the early 1990s. As the New York Daily News reported earlier this year, the names of baseball players, including Mark McGwire, Jose Canseco and others surfaced during that investigation, although the probe did not center on professional athletes.

Piastro says Operation Gear Grinder hasn't resulted in as many indictments or arrests, but it's important because the eight companies targeted are the source for most of the steroids seized in recent years by the DEA.

``That is taking it right to the source,'' Piastro says.

The eight companies used the Internet to reach consumers in the United States, and investigators say they have identified more than 2,000 customers in this country. The DEA doesn't have background information about the customers yet, Piastro says, but the agency expects a large percentage will turn out to be athletes or bodybuilders.

The DEA will try to question the 2,000 customers; New York DEA spokeswoman Erin Mulvey says a Brooklyn man, ***** *******, has already been charged with possession and conspiracy to distribute steroids. Authorities say ******* bought large quantities from the Mexican companies to distribute in the New York area.
Operation Gear Grinder is also notable because large-scale steroid probes are rare. Steroid experts say that's because under federal sentencing guidelines, authorities have to make huge seizures before they can put steroid dealers away for significant prison terms.

``You need 50 units of steroids to get the same penalty you get for one unit of heroin or cocaine,'' says Gary Wadler, a World Anti-Doping Agency adviser who called for stiffer penalties for steroid offences at a U.S. Sentencing Commission hearing in September.

``Prosecutors have a budget, and they have to figure out how to utilize their resources in the best way. This is not a surprise. Compared to steroids, heroin and cocaine give them more bang for their buck.''

Rick Collins, a Long Island defense attorney who specializes in steroid cases, says the Anabolic Steroid Control Act of 1990 - the federal law that made steroids illegal - was sporadically enforced for years after its passage. Increased scrutiny of international packages after 9/11 prompted authorities to ramp up enforcement, but Collins says most defendants are small-timers who purchase steroids for cosmetic reasons.

``Most of the users I've represented have been mature adults who are otherwise law-abiding people using steroids for cosmetic reasons,'' he says.

The eight companies indicted under Operation Gear Grinder operated under the guise of veterinary medicine suppliers, but most of the products listed on company Web sites were anabolic steroids sold in doses fit only for humans. Customers could place orders by phone or e-mail, pay by wire transfers and have steroids smuggled across the U.S.-Mexico border or shipped directly to them.

Five men are already in custody, including Alberto Saltiel-Cohen, a Mexico City veterinarian who owns three companies that manufacture and distribute steroids. One of those companies, Quality Vet, produced the steroid Plano police found in Taylor Hooton's bedroom shortly after his suicide.

``It was rather satisfying,'' Hooton says, ``to watch this man be arraigned in federal court.''

By the way the Hooton kid, his sister had a history of suicide too!!. So I guess the parents must be doing something wrong or the sister was on gear too lol. This is pathetic!

...yeah, they obviously shut down the guys operating in the U.S. but the actual manufacturing done in mexico I doubt that, I'd say you could probably drive to mexico and buy them like always right...

yeah, well obviously you didnt read the article on the dea website, they shut down the companies in mexico that make the shit with the mexican authorities.

besides all the bullshit whining over the last 6 pages, does anyone have any useful information. a few people have had some. I mean like has anyone had any knock and talks? you know, that kind of stuff. not the "wah wah wah, steroids should be legal, " obviously we all think that or we wouldn't be on this site. " why cant they go after the heroin tafickers instead?" boo fuckn hoo..

there is some good info on this website, but you sure have to sort through a lot of crap to get to it.

A. steroids are illegal
B. they will stay that way.
C. cops try to stop illegal activities

get over it.

got it from my source bro who launched the AP line and was planning on launching a new one. And of course there still on the shelves in pharmacys . Im talking about the actual company.
 
That operation was the early stage of Raw Deal. But this one is domestic and bigger. So big, that I wouldn't be surprised if even Rick Collins go to jail. LOL
