No, you can't blame Bush any more than you could Regan or Clinton. Congress has a problem with steroids and they are responsible for the laws and what is released to the media as talking points.
According to Dr. Harrison Pope (Harvard) there are two million men using steroids in the US today. And with all these men using steroids there are no massive reports of heart failure, cancer, riots in the streets, etc., that you would have to expect if any of what the media spews about steroids were true. The funny thing is that they know this. Dr Pope's work is published in major journals and it's right there in print and they ignore it.
As far as why? I can only think it's from the intense pressure put on our lawmakers by the IOC and NCAA to keep it out of amateur sports. And by the educators in the high schools and junior high schools who are fighting a losing battle to keep teenagers off steroids. Otherwise it simply doesn't make sense to demonize steriods they way they do.
