I would do some bent over rows and some DB rows to bring that up. For me it has helped alot to bring that area up.

I think this is just a posing issue. When you're flexing you seem to be pushing your shoulder blades together. Practice squeezing your lats and back muscles, and see if you can hit a lat spread with your hands on your hips. It will take some practice.
