We spend millions of our tax dollars to "help" them with this crisis. Half of the people in SA and an overwheling majority of the people in Africa don't have access to TV's let alone a radio. When the government is corrupt nothing can save them. I do not think it is a race issue. It is a culture and political issue. China, Russia, and India are facing the same problems. China even more so. The government officials in China for years refused to recognize there is a problem. Health official in rural areas reuse needles. I read one report that showed an entire village was infected because the government went in to get blood and they used the same damn needles on the entire group. Russian hospitals in rural areas are doing the same.

Africa is hurting the because of the lingering effects of colonialism and the incompetence of the current rulers down there. Botswana is a country that has done an outstanding job fighting not only corruption but also combating AIDS and the population there is virtually black. Good leadership and education is the key.

Sending money is simply putting a bandage on a wound. It helps a little bit but doesn't actually fix the problem. Africans need to figure out how to make their own economies work.

As for AIDS, you would think that Africans would look at other countries where the problems isn't so bad and learn from them. If they would at least start using condoms it would greatly reduce their problem. I think we should send our 8th grade health class teachers over there to teach them about the basics.

I don't think there is one single issue that explains the rate of AIDS in Africa. From what little I have studied on disease in the third world, in general, be it AIDS or any other pandemic or fatal infectious disease, the combination of a lack of government resources or effective plan for disease management, poor access to health and social services, bankrupt and inept infrastructure, cultural myths, high price of drugs, inability of general population to have basic needs, use of rape in war, sex trafficking/slavery, and all of this further augmented by the effects of IMF restructuring, lack of education, and the biggest factor to have an effect on health and disease - poverty.
Additionally, when you reach a certain percentage of a given population infected with a disease that is in the very least debilitating, and quite often fatal, it creates a cycle where there is a tremendous impact on the economy and infrastructure, that it spirals down. When say 25% of an already poor country is too sick to work, and is dependent of social services and the government for healthcare, medication, few if any states would be able to handle it, let alone a developing nation. More people get ill, and the state is less and less able to deal with it.

Ouch! No! Just that one of the adaptations to the selection pressure of the Black Death had an unintended effect in the current day in regards to AIDS. The Black Death could have been considered a cull, yes, though an unintentional one. It goes both ways though. African peoples have some genetic advantages due to the selection pressures of their milieu - sickle cell anemia is a great advantage to a population that lives with malaria. Europeans are at a great disadvantage when they move to an area with strong malaria presence.

Well, why do certain US presidents preach that, in order to reduce the spread of STDs, unmarried people should just quit boinking? Steps like giving young girls the HPV vaccine or teaching people to use condoms correctly do work, but funding them means admitting that, yeah, twelve-year-olds sometimes have sex and sometimes transmit STDs. Not something a good Christian wants to fess up to. So the government refrains from passing out condoms or info.

For African leaders, admitting that HIV causes AIDs, and that HIV is often spread sexually, is like admitting that there's a lively sex trade -- a big moral taboo. (In fact, the number of an individual's sexual partners in much of Africa is around the same as it is anyplace else, though, granted, the timing of them tends to differ.) So the government refrains from passing out condoms or info.

The OVP theory suggests that AIDs developed from an old method of preparing the polio vaccine, which involved monkey tissues.

Even when the theory was first batted about, though, it was never really accepted. The pattern of HIV infection in no manner matched the pattern of those who had been vaccinated against polio -- the disease showed up in areas before the oral polio vaccine. So the OPV theory doesn't really explain matters. However, leaders who believe in it do make matters a whole lot worse for their people, by recommending against the polio vaccine. Health Minister Manto Tshabalala-Msimang circulated to all the provincial health ministers and premiers a chapter from a book that claims that the Illuminati - a supposed international conspiracy to ttakke over the world - introduced Aids to Africa in 1978 in an attempt to reduce the African population. When questioned about it, Tshabalala-Msimang said "the distribution of the document was part of the 'routine' exchange of information".
Tshabalala-Msimang was interviewed on Radio 702 by talk show host John Robbie early in September 2000 as was asked whether she believed there was a link between HIV and AIDS. She refused to give a straight answer:
"I have answered that question. You will not force me into a corner into whether whether saying 'yes' or 'no'. You will not pressurise me to answer that," (sic) she told Robbie. After that, the interview went downhill, with Robbie criticising Tshabalala-Msimang for evading simple questions about the cruel shambles that is her Government's policy on HIV/Aids, and for lending her voice and professional respectability to a mad fight against best science that is costing thousands of lives, causing unimaginable suffering and wasting the country millions of rands. He criticised her disregard for Aids sufferers that was evident in her failure to defend it.


Just before the13th World Conference on AIDS (see item above), a declaration signed by 5 000 prominent scientists (including 12 Nobel prize winners) from all over the world, stating that HIV has been scientifically proved to be the sole cause of AIDS, was published in the prestigeous journal Nature. The declaration condemns what the scientists regard as revisionist theories on the cause of AIDS, which they believe has Mbeki's support after he reportedly questioned whether HIV caused AIDS.
Presidential spokesman Parks Mankahlana said that the declaration "belongs in the dustbin".
Mankahlana said: "If the drafters of the declaration expect to give it to the president, or the government, it will find its comfortable place among the dustbins of the office."
Mankahlana is reported in Nature to have said that children of HIV positive women become orphans, and that the state must then look after them: "That mother is going to die and that HIV negative child will be an orphan - who is going to bring that child up? It's the state, the state. That's resources you see."
After initially denying the statement and accusing the magazine of lying he went on to say the following... (after SCIENCE had produced a tape recording of his statement):

"I have issued a statement denying what I am alleged to have said. That means I repudiate what I am alleged to have said. WHETHER I HAVE SAID IT OR NOT, it means that statement is considered by me to be wrong or unacceptable. That should then settle the matter."
To which he added: "If I didn't say what I was alleged to have said, I would not have had to issue this statement in this format".
Mankahlana passed away in October 2000 after a long illness; his family would neither deny nor confirm that he died of AIDS related causes.

Circumcision is thought to prevent the spread of HIV.

In areas in Africa where there are ritual cirucumcisions, the incidence of HIV/AIDs infection is lower.

A couple of other issues

1. Women have less education, fewer rights, they can't insist on the use of birthcontrol/condoms

2. Odd tradition for 'dry sex'. Women purposefully use things to dry their vaginas before sex.

3. Less access to healthcare. For example, pregnant women who test HIV +ve in the western world are given anti-virals and 'bloodless' deliveries, seriously reducing the lateral transmission of HIV to the baby.

I do not think it is a race issue. It is a culture and political issue. China, Russia, and India are facing the same problems. China even more so. The government officials in China for years refused to recognize there is a problem. Health official in rural areas reuse needles. I read one report that showed an entire village was infected because the government went in to get blood and they used the same damn needles on the entire group. Russian hospitals in rural areas are doing the same.

Africa is hurting the because of the lingering effects of colonialism and the incompetence of the current rulers down there. Botswana is a country that has done an outstanding job fighting not only corruption but also combating AIDS and the population there is virtually black. Good leadership and education is the key.
