I don't know, I think he could have done something. Maybe not immediately but waaay before he did.
As with Vietnam and Johnson it's very easy to sit on the side-lines and second guess a war and whether the right moves were made at the right time. The fact of the matter remains that FDR along with other noble leaders such as Churchhill saved the rest of the world from a madman, HITLER....
Did we not do enough to help the Jews? Did we turn a blind-eye to their tragic massacres in concentration camps? Possibly, but FDR presided over the United States of America, and getting Americans to care for any other nation or group of people but themselves is often difficult to do.
Example, were Americans crying when Milosevich was massacring Serbs? Not really. We were largley silent, and that was only a couple of years ago.
Foreign policy in times of war is a delicate balancing act between strategy and politics.....Overall, FDR walked that rope very well.
