T level Help (HCG related)

My last cycle ended about 14 months ago. I thought I had dialed in a correct PCT, but I didn't. I shut down for probably six weeks, (no erections, no sex drive.) Since coming back my nuts have remained small, I have lower semen volume, and lower sex drive. I decided to get my T levels checked the other day and am at 337, (very low for my age, 37.) I want to correct this without TRT. (I'm pretty sure my T levels will not rise over time and my nut size, semen volume, and sex drive will return to normal.) At this point is it possible to restart the testosterone production with a short HCG cycle...... thanks
