Rest time between sets for West Side for Skinny Bastards 3?

So I just got back into weightlifting after almost a year, I'm going to follow this program to the letter, it doesn't seem to have how long the rest times are between sets, Joe Defranco says 3-4 minutes for jumping but no mention of rest for the weightlifting sets, I'm assuming 1-2.5 minutes should be enough?(was doing low repetition and 4 minute rests before but damn that was boring, this time I want size and strenght and not just strength though )

email joe d., all of his routines are set for specific rest periods. if you were bored between sets, you werent going heavy enough.
 
Thanks for the help, little resting is such a nice change of pace for me(Drank and Ate around 6k calories, this on the other hand sucks worse than the lifting), I'm planning on resuming MMA training on July hopefully I'll pick a few pounds in muscle by then.
 
Ok I want to add exercises for the neck, never really worked out the neck much before so I'm not sure what to do, I used to do neck extensions with a plate and use the machine for the left and right side but this new gym does not have machines so I'm thinking of ditching both for weighted lateral neck flexions and regular neck flexion.

what day, when exactly and for how many reps should I do them?
