I believe I've found the perfect solution to dispell this and other stupid situations of this sort........all the police need to do is change their uniforms!

Police men or women should be made to wear stripy lycra tights, pink dresses and enormous leprechaun hats with shiny silver buckles on them.

The police would feel too self-concious to intimidate people and any offender wouldn't be able to bring themselves to argue with such jolly looking officers.
