THE plight of five-year-old twin boys kept locked in filthy cages by their parents for four years has caused outrage in Arizona, a state that depends upon untrained workers from private companies to investigate cases of child abuse.
The boys were cut free by Phoenix police with wirecutters and taken into the care of the state's Child Protective Services (CPS) along with their eight-year-old brother.
The 1.2m (4ft) square cages allowed them only to stand or lie down. One had a dirty mattress, the other nothing but a piece of cardboard and a blanket.
Deprived of exercise, the twins are obese. They cannot speak and have not been toilet-trained.
Their parents, Louis Rodriguez (69) and Etelvina (42) face abuse and kidnap charges. Mrs Rodriguez told police her husband was ill and she could not manage.
She worked and when she came home the boys were let out to play until they were locked in. They were once bitten by a dog and were inside for their own protection, she said.
The boys greeted police with broad smiles. Jacqui MacConnell, a police sergeant, said: "They were happy to see us and opened their arms wide, reaching out to be held."
An inquiry is under way to discover why the case was not detected two years ago when a complaint was first made.
In the last five years 29 children reported to the CPS have died of neglect or abuse. It is run by the Department of Economic Security, which tries to minimise expenses by leaving children at home. (© The Times, London)
