1) Ban all guns (thus no possiblity of shootings)
2) Allow all to have guns (if someone like this started shooting, he probably would of been killed after the 2nd person).

Maybe you find a better way to warn people than by email? How about calling in police and guarding main doors to classrooms at 8 am? How about a mass phone system that calls all dorm phones and cell phones? We have an automated one here that can dial like 1000 numbers at once.
the rub there is how do you know one shootting is gonna erupt into a massacre
it seems to me and it appeared to me at the time live that it was a single murder episode
and the police had the area shut down and the word was out e-mail and on TV
e-mail will fuel the word of mouth,just a few need to be checking their e-mail to spread the word
to me the guy got his two he wanted and then went 'out-of-sight' for a while and then went on his engineering bldg rampage
he had grudges in both locations
