Yo.... like njmuscle said are you on anything right now? I'm sure like muscle said with that low of body fat it could be diet related. Even if you had a slower metabolism I'm sure with the proper nutrition you could solve this problem with relative ease. I have no idea what your diet or routine is like but this is what I'd do.. Wake up drink plenty of fluids throughout the day , maybe hit some circuit training for a month and incoroporate some running 3-4 days per week until you start noticing the results. Of course carbing down considerably would be a key factor if your trying to chisel your face up...... Hope that helps bro
