Wouldn't there not need to be extensive regulation if drugs were completely legalized?
In a free market system if a distributor was selling an impure or otherwise inferior product people would simply go elsewhere and the original supplier would go out of business or begin to keep tighter control of their product.

Have a few friends that i grew up with.. started doing the weed, then introduced to crack in the 80's. Would do about $50/day . then went on to $100/day within a few months....got to the point they would go to work(doing nails),do it in the bathroom, and get off work and do some more. Even more on weekends....
Doing the manicures and be all high/stoned and the women didn't even know it.
Would eventually take a break and move to coke for a few months. Then get the call to go back to crack. Would be in the room with them sometimes and watch them crawl on all fours looking at every spec of dirt/sand/pebbles and try to find some more.. Sometimes they would get paranoid and rip out the phone lines, extension cords in the motels that you could rent for $20.
I would say 2 of them did crack/coke for about 10 yrs and maybe spent $250,000 in that 10 yrs. Doing the same thing now, but living in a freaking trailer...always trying to hit me up for $$ when i see them...luckily never had the curiousity to try it. Thats how a dozen of my friends that never did it and ragged on them and now they are hooked..
