I can;t speak for ABL, but the phenomenon that often occurs is that the government emplaces controls designed to preclude development of a monopoly, which actually result in higher bars to entry for nwer competitors, effectively entrenching the monopoly as a monopoly.

I still think the cost of entry is too high to have true competition in utilities. I don't see how a company could ever recoup their plant investments unless they were sure of getting enough of the customers to make a profit. With the alleged profit margins I don't see 5-6 companies staying in business with only 15% of the market.

No.

The resulting companies benefitted because they were created with $0 startup costs, and new, post-split competition was effectively frozen out.

Well if SS and Medicare went private the voters would have some say under what conditions, don't you think?
