Actually, the biggest reason for the failure of power grids is that government stays involved just enough to regulate, ensuring a huge vcost overhead for theprivate companies that try to rnthem. We have a similar phenomenon here with private schools. They are private, but they still have to teach government mandated curriculum. .
 
It wouldn't really mean competition since the power companies would likely exist under a legal monopoly or an oligopoly at best.

This argument has been made numerous times, yet the best way to create a monopoly is to allow for government regulation.

The term "monopoly" is used by competitors or populists to demonize a company and for protectionist purposes.
