yes they do. it happened to me the same way. i signed for it and it was a seizure letter. i was setting at home and a guy in a suit delivered mine in a car just like you described. anyway i was shitting in my pants and awnsered the door and was like no one by that name lives here sorry, cant help you , by. i then the next day went and talked to the mail lady and she said the suit was a man who works in the office and was just delivering my package in the postal car. talk to your sourse and explain and he should resend your package IMO.

That's FUBAR. Though the lady is totally full of shit. Really, a man in a suit, in an 'official' car, brings it upon himself to deliver that particular parcel which just so happened to be gear.

Domestic Express doesnt require a signature if you get the signature waived box checked off and signed by the sender

I would think it is not nearly as reliable...as who can predict how fast customs can process it

Well, my source didn't require a signature...but apparently U.S. Customs did. I cleaned house today and the only thing that is still in the house are my darts. Nothing illeagal about that right? I'm pissed that those bastards hi-jacked my gear, but whatever...at least I'm not in jail. I won't be going international anymore, thats for sure.

it was an express package, and it arrived after the mail carrier left for deliveries, so he was delivering it before 12.00
