They steal it cause high bills automatically puts you on watch lists and the police can obtain warrents based just on that alone, therefore when they do that shit they try to tap in where it isn't metered...

now that I think of it, i think they had a super high bill but it was in the name of a different house in the area- they bought that house JUST as a grow house, but the electric raised a red flag.
