HIV is not man made. It's a simple mutation from the SIV virus which affects chimpanzees. Many viruses mutate in order to jump the species hurdle. Influenza (the flu), for example came from birds (not just the recent bird flu....all flu varieties).
Unfortunately, a total cure is not likely. HIV is a very small virus, and it hides out in many places in the body. It would be difficult to engineer a medication that can get into all the same places HIV can reach. Also, some cells which HIV infects are slow replicating cells...which means that some cells can replicate and produce new copies of the virus several years down the road.
The best hope right now is in the form of gene therapy. In the future it may become possible to modify a person's T-cells in such a manner that they cannot be infected by HIV. A person would still remain infected with the virus, but the immune system itself would become largely free of infection. That would allow the body to control the HIV infection by itself without medication. The infection, however, could still be passed from person to person, so the rules of safe sex would still apply.
