Top turnable on Norma Deca?

Ok hey guys, a buddy of mine just got some Norma Deca, 200ml vials, from a source he had never used. He said he isn't sure if they are real because the whole metal tops on them twist. Sorry to use such ignorant language, I'm jsut trying to explain it to you like he did to me. Anyone know anything? Thanks!

The metal caps on the Norma Deca that I have do not move. If you search a little bit you can find pictures of counterfeit Deca.

True all vial tops on QV stuff twist.
But were talking about Normas here.
Those metal tops shouldnt be loose like that.
