Normal to have muscle/increased vascularity gains before strength?

hey guys

so i'm on week 4 of my first cycle of Test E. (500mg/week) I know test-e dosen't fully kick in untill weeks 4-6, but is it normal to put on size and look more vascular before the strength gains? im looking alot bigger and getting some good pumps at the gym, however I still haven't noticed any strength gains. I have been training for 10+ years and my diet is in check.

is this normal? thanks.
