Society has a way of expecting you to feel guilty for sexual activity that it doesn't condone. It reinforces this by outlawing such sexual practices.
Until recently homosexuality was outlawed and anyone who practiced it or even felt it was marginalized and supposed to feel guilty and ashamed of what they did. On top of being a criminal.
As society has become more tolerant towards homosexuality and as homosexuality has become legal underage sex is the new big bad boogeyman. If the 'moral majority' had its way anyone having sex with someone under the age of 18 (Or why not make it 21?) should go to jail. If you have sex with a 17 year old then that would make you a disgusting paedophile.
Age of consent laws in most countries have very little to do with when teenagers start to be sexually active in reality, and more about enforcing societys' moral code.
