yes, after re-reading max's post you are correct.

Max was saying something similar but behind the back. close to the same concept.

with nelsons bicep routine you are bringing it up from the ground with both hands and squeezing.

Best I can explain it is you grab both pulleys from the lowest position and take a full step and set your posture forward, ahead of the apparatus so you feel a stretch in your biceps before contracting, keeping good posture. That way you can curl within the full ROM. I think Nelson recommended relatively high reps and low weight to maintain good form.
