Bottom line is the airport authority is trying to squeeze every ounce of profit out of labor that they can. In this case the lack of any oversight lead to the controller nodding out.
It would be ironic if plans landing @ Reagan would crash due to a lack of proper controller staffing. Sad but ironic.
That would rule out union members.
