The Chairman thing seems to attract the power-hungry who wish to abuse it. There must be some way some way to continue to extract large funds from these people without allowing them to disrupt the board.

Maybe you could make bombs, and other Karma Store transactions, work sort of like Karma where you have to spread it around before you can hit, or bomb, or donate to the same person twice? Or would that just lead to more abuse?
