That is a good sign. The vast majority of what is being sold as avena sativa is oat straw foot powder. It sells for about $1.50 a pound and is used commercially in "anti-itch" formulas. (It's the base ingredient in Aveeno, foot lotions and "soothing" soaps.) If you leave it on the shelf... it stays a powder.
If the substance gets gooey and turns to black tar... at least you know you are dealing with a refined extract.
The next step is to rule out that it is Flacshman extract. Flacshman as of a year or two ago (I haven't checked in that long) was still the only commercially available high grade extract. It won't do jack shit to SHBG... but at least it is a quality extract. Very very little of what is sold in health food stores as far as herbals goes reflect much quality in manufacture.
