How is a terror alert supposed to stop a terrorist attack?

I can understand a travel warning, if the US government warns it's citizens from travelling to Saudi Arabia because of a threat of terrorist attacks then that is an understandable and neccessary measure.

But the US government issuing a nation wide terror alert, because it thinks that terrorists might attack because of an upcoming election?

How about you all leave your country and go to Canada or Mexico until the terror threat has subsided.
