4 second eccentric and 4 second concentric with a pause at the bottom and top is WAY too slow. You'd have to use a weight 20-30% below what you would normally use with a standard tempo just to get the same number of reps.

Choose a light weight that you can easily get 8 repetitions with. Once you accomplish this, without rest pick up a heavier dumbbell and get 8 reps with it. Do 1 set with a weight that you can only lift for (4 – 6) reps. Now here is where the pain begins, when your delts are so pumped with blood that you are begging for mercy! Now do 1 more set of (4-6) reps with the same weight or in till failure.
All the sets are performed without rest!

I don't understand this at all. Do a set for 8 reps, without resting grab a heavier dumbell and do another set of 8 reps, without resting grab a heavier dumbell and do a set of 4-6 reps, and then without resting do another set of 4-6 reps with the same weight. That makes no sense whatsoever.
 
Uhhh....where are you getting some of this information? Let me break this down.

You are right to a point, the reason for the speed is that it will actually hit more fibers, the fast twich fibers will still be worked, the speed is actually slow enough that to maintain form the muscle will fire very quickly in order to stabalize the motion

I don't even know where to start. Okay, how about some basic neurology. When you lift a load that's about 85% of your 1RM (which is roughly what you're referring to), you get 100% motor recruitment. So whether you lift an explosive concentric or a 4-second one, you're still recruiting the same fibers. But if you do it slowly, you WILL lose some of the IIb fibers as they switch to IIa. You will also waste energy and nervous system ability on the concentric, which has been medically shown to cause much less hypertrophy than the negative of a lift.

Trust me if you try at a slow pace you will notice the contractions will be quite strong, it hits the nerves hard enough that you will actually have contrations post workout. I went to a Kmart after one of my workouts and could not even hold a bottle still enough to read the lable as my chest an arms were still contracting,

That's because you fried your CNS by lifting to failure doing really slow concentrics. Not to be viewed as a good thing.

It comes from a new method that is to train the nerves to fire harder for better muscle gains.

More basic anatomy. If a nerve reaches action potential, it fires. If it doesn't, it doesn't. Now what the heck is "[firing] harder?"

I do not mean to flame at all. I understand the effort that you put into designing this, but I feel I'm under obligation to stem the tide of misinformation before it spreads any further. Much of the pseudo-physiology you've used is, quite frankly, wrong.
