4 second eccentric and 4 second concentric with a pause at the bottom and top is WAY too slow. You'd have to use a weight 20-30% below what you would normally use with a standard tempo just to get the same number of reps.
I don't understand this at all. Do a set for 8 reps, without resting grab a heavier dumbell and do another set of 8 reps, without resting grab a heavier dumbell and do a set of 4-6 reps, and then without resting do another set of 4-6 reps with the same weight. That makes no sense whatsoever.

Choose a light weight that you can easily get 8 repetitions with. Once you accomplish this, without rest pick up a heavier dumbbell and get 8 reps with it. Do 1 set with a weight that you can only lift for (4 – 6) reps. Now here is where the pain begins, when your delts are so pumped with blood that you are begging for mercy! Now do 1 more set of (4-6) reps with the same weight or in till failure.
All the sets are performed without rest!
