Can Red Wine Vinegar Go bad ?

I made A Chicken Salad Before and Grabbed the Oil and Vinegar in my handy Martha Dispensers.

There was STUFF floating In it.

Not like Small stuff

Like GROWTH stuff.

Layers of what I thought was Wet Cardboard From the Bottle or Something.

I Emptied it into the Sink and It was Gelatinous.

the Dispensers have open tops.
