when i was in my 20s and just getting into working out i thought running would give me abs too. running is not a good exercise if you are bodybuilding as it will give you a too flat and skinny look if you over do it. plus running is so goddamn boring.
very low body fat is a must for abs, some ab exercises of course, and genetics play a key role. see my avatar.

even guys with low body fat and who do endless ab exercises may not develop a washboard look if there abdomen muscles are not sort of forward on your stomach. (sorry, couldn't word this very well).
cardio is important for many reasons but does not have to be such a goddamn chore like the treadmill, or running! why not participate in a sport that involves a lot of cardio and is fun? like basketball, surfing, tennis.
jay looks like your main issue is diet. you look and sound really young so probably dont understand how important this is. you look a little soft. try reading up on good foods for bodybuilding. check the diet board on EF. good luck.
