People seem to look at this like the cops have some sort of P/E ratio chart, that will only allow them to bust someone that makes it "worthwhile". Sure, they prefer to hit the big fish, but seriously, they'll take anything they can get. True, they aren't generally going to go hunting for the end users but you can be damn skippy that if it crosses their noses, it could be 50 tabs of dbol and they're going to enforce the law. Its that simple. While many functions of the Judicial system are heavily structured towards revenue enhancement, it doesn't discount the fact that most people become cops to "bust criminals" no matter how seemingly small or insignificant.
Oh, and I am quite sure that Priority Mail is the mail that's not covered under the 4th amendment protections.
