I have a question?

Hey, what is the most effective way to tone up breasts and turn them into muscle instead of being saggy and fatty?

I am a D cup, and around 40lbs overweight. I know I have a way to go yet, but if I weightlift/do cardio or use T boosters like ZMA will they also help me tone up, and maybe drop a cup size or two? I would like some advice.

I am nineteen years old, am about 5'7 and weigh 200lbs. I can loose weight fairly quickly and have improved my diet substantially. I am new to bodybuilding, and training and have already lost around 10lbs in the past few months from diet changes.

Breast tissue is made of fatty tissue and no amount of weights will turn them into muscle. When your body fat lowers, your breasts will get smaller. The answer lies in your diet.
 
Reduction in cup size is the first thing you will experience. Exercise with good diet plan helps you achieve your goals very quickly. And as janefigueroa said, you can definitely make your breasts more firm and perky.
