How can i get those eye popping veins to come out on my arms?

It's largely genetics, but low b/f can help with some people. But even low b/f won't always produce vascularity.

I am a FREAK when it comes to vascularity. I have always been that way, even with 18% b/f. I didn't earn this vascularity, it's just genetic.

People are always commenting on it. The BBers at my gym are so jealous. They tell me they've never seen anything like it. It does gross some people out though: "ohh! Look at those veins, that's disgusting", etc, etc.

It's mostly an advantage because people just translate my vascularity into leanness.

The vitamin "Niacin" helps with temporary vein-popping vascularity. My hubby uses this when we go to the beach, outdoor parties in the summer, etc. You can actually feel it "burning" on your skin. The veins just start popping outta nowhere!!! But, like said above, you have to be relatively lean first, so, diet, cardio, training ETC. Gear that helps is EQ, winny, fina and Liquidex to keep estrogen/water retention down. There ya go!

I am naturally very vascular, the gear that made me ridiculous, was Russian D-bol, my veins and arteries looked like garden hoses.
 
I have heard that the Russian D-bols were mainly methyltest, which WILL make you very vascular. The average d-bal wont do this, as it will raise estrogen levels, make you water tetentive, etc. Unless you are doing a strong anti-E, such as Liquidex, you ususally dont remain hard/lean/dry on D-BOL. But, like you said, it might be your genetics.
