That argument is so wrong and old it's pitiful-outdated.
Not to be a wise-ass but, how can you "refuse" it if you don't remove it from the box first, look at it and then decide to refuse it? Correct me if I'm wrong but the postal employee has no reason to actually "return to sender" unless you actually indicate that this is what you'd like to do with it.
Just wanna make sure I understand.
