We do have som strange rules in that area. If you want to sell liquor, you have to stop serving at 1 am, and close the whole shop at 1.30 am.
If you only sell beer and wine, the limit is extended to 3 am, with closing time 3.30 am.
What you describe, hasn't been in effect for a year or two. But I get your point, these rules do smell of religious overzealousness. Old habits are hard to kill
