Does concrete have to be completely dry to paint it??

I'm assuming it's still wet as it's still "dark" in color as opposed to other spots where it's turned light grey/white.....

basic crete? 48 hours... now, depending on where and what, as long as two weeks. more specs please.

It's mortar mix, applied to the walls in my basement, where the mortar has deteriorated from between the bricks & stones..... I applied it on Sunday or Monday, it's now Wednesday..... so it's been curing for a few days....

Well, since it's not there to compress anything.....just to stop the wall from continuing to crumble, I guess it's ok to paint??
