In the eyes of the government there is no difference. He was still held responsible in the civil proceeding. In the eyes of the populace I would believe that he is not innocent. Only he truly knows, and if there is a great wheel of life to be judged upon at death, I believe he will be found wanting.
 
It's a legal term. It simply means the prosecution did not meet its burden. They did not do their job effectively. This burden is used with regard to all criminal trials.

There are a number of burdens of proof in law, each having differing levels of the burden of proof. some examples are: beyond a reasonable doubt, presumption of innocence, clear and convincing evidence, preponderance of evidence.
