General rule of thumb, if you get your diet, cardio and training right:

Healthy fat loss 1 kg (2.2 lbs) per week = approximately 1 % bodyfat

So 15 % bodyfat could be lost in 4 -6 months, not five years.

I added the extra weeks as fat loss does have a tendency to stagnate, and you have to manipulate your diet and training.

Ive been in your shoes a couple times, anyone who has been lifting for 15+ years surely has had their ups and downs.

So, let me rephrase, your situation is not from steroid use/abuse. Its from your diet and lack of exercise.

As far as getting rid of fat cells, not an easy thing to do aside from apoptosis, special chemical injections, lipo, the fat cells you have are what you have. You can lose fat (ie reduce the size of fat stored in your existing cells) by exercise and diet. Check into high intensity cyclic type cardio, if your real out of shape you will have to work up to it but once their it will reduce fat stores like no ones business.
 
DUDE...your post title is F'd up! You made it sound like you had an AS problem....you identified your problem...eating like crap, sitting on your ass....and now you are doing something about it.... i think the title is misleading man! Can't you rename it? doesn't look good :(

But you KNOW what you need to do...and reads like you are doing it. I like the HIIT type cardio ( I teach indoor cycleing "RPM" and it's all I do...with KETTLEBELLS FOR MY WORKOUTS)...it's all the cardio I need and I'm shedding hard earned FAT.
