No. But I would investigate a little further before getting tangled up in the hard luck cases. Believe me, I have and still do. I guess I am the pot calling the kettle black. I know where you are coming from though.

Eat the cost and keep your renters unless they are late payers or whiners.
 
Everytime they want something fixed and you hesitate they're going throw that ruined meat in your face.

I didn't know you could hesitate. I mean you can tell them that you don't that needs to be fixed and they can't say anything?

I imagine that depends if it's considered "an essential service" like a bathroom, oven, refrigerator, etc. They could just have it done and deduct it from their rent. If it's carpeting and the place hasn't been flooded I'd guess you have some leeway.
